ELAN 3.1.0 released

This is a bug-fix release with also some new features.
ELAN version 3.1.0, is primarily intended to fix some bugs and solve some annoying 'screen update' problems. On Mac OS X the video image(s) initially appeared in the upper left corner of the screen.On some systems, especially Windows XP, unpredictable screen updates could occur in the Timeline viewer area, such that sometimes all annotations seemed to be lost.
Above that, there have been some fixes in 'selection mode' and files with accented letters in their file path should open normally again.
There are also some new features, like a horizontal scrollbar in the Timeline viewer, a 'sort by Annotator' option and an import wizard for Praat .TextGrid files.
