Release of ELAN 3.9.0

This release is a combination of bug fixes and some new features. A listing of the fixes and the new functions can be found in the release notes.
Here is a short summary of new features: - multiple file editing: add or remove tiers from a set of files, remove tabs and new line characters from annotations in many files or export a selection of tiers to new eaf files - improved controlled vocabulary support: a color and a keyboard key can now be associated with entries. The color is used by several viewers in the visualisation of annotations and the key can be applied for on the fly creation of annotations with content in the segmentation mode - the height of tiers in the timeline viewer can now be reduced, allowing more tiers to be visible in the viewer area - the mechanism for extending ELAN with audio and video pattern recognition software components has been improved and extended. A next step towards having this kind of technology at the fingertips of ELAN users.
The main bug fixes are: - in Toolbox export the last annotation would sometimes not be exported - in multiple file search, in relevant queries annotations on different tiers overlapping 1 ms (end time of one is the same as begin time of the other) are no longer a hit
