Update for Mac OS and PyAnnotation as Third Party Resource

Version 3.7.2 of ELAN has been updated in order to fix a number of problems in media playback. A Python library to access and search ELAN files, PyAnnotation, has been added to the Scripts section of the Third Party Resources page.

Release of ELAN 3.9.0

This version adds new multiple file processing options and color coding in combination with controlled vocabularies.
