what exactly does the purpose of the Lexicon service(the Max Planck Institute for Psycholinguistic)?
Also,
it says that i need a username and a password to set up a lexicon service,
where can i get this username and the password?

This is a first, preliminary implementation of interaction with our lexicon tool Lexus (http://www.lat-mpi.eu/tools/lexus/). So far it allows you to search for entries in a lexicon that you have created in Lexus or have imported into Lexus. Once an entry has been found it can be applied to an annotation.
Before you can use Lexus you need to get an account via the website mentioned above.
The procedure of setting up a connection is further described in the ELAN full manual, chapter 5.6.
