Can I align a timeseries with a video when the timeseries has a different sampling rate (90 hz) than the video (29.97 fps)?

Yes that should be possible. In case aligning means synchronizing in ELAN, then this just sets an offset in one or both files to ensure that they start at "the same time". If the two files are already perfectly aligned (i.e. the recordings started at exactly the same time or the files have been clipped so that they are in sync) then nothing special should be done to run them in sync in ELAN. Just like audio and video in general have different sample rates, timeseries data will often have different (in most cases higher) sampling rates.
