Hi, I was wondering if anyone had any suggestions on which systems operate most smoothly with ELAN 4.1.2, i.e. Mac vs. PC, video card type, etc.

I think this is difficult to say; in principle ELAN can still do with 256 to 512 Mb of RAM and a processor of 1.5 Ghz.
Although in general "more is better", there is no guarantee that everything works smoothly if you have the newest and fastest system. There are reports of people with a 2.5 Ghz 64 bits PC with 4 Gb RAM and still having problems with smooth playback of certain filetypes (mp4, mts, vob).
I'm trying to get some more information about the role of graphics card specifications on video playback. I don't exactly know if and how the DirectShow framework (Windows Media Player) uses buffering and acceleration capabilities of the video card.

In general mp4 on Windows is still problematic (we are trying to solve that in our software), mpeg-2 can work well with the right codecs.
On Mac OS mp4 seems to work well, mpeg-2 seems to be more problematic.
