How do I import a keyman beyboard into ELAN so I can use more phonetic symbols?

You cannot really import Keyman keyboards into ELAN, but it should be possible to use Keyman in combination with ELAN. It is probably best to set the "Default Language" of the Tier to "None" (in the Add Tier or Change Tier Attributes windows).
ELAN itself offers 3 variants of input methods for IPA, the most extensive of which contains the characters listed here: http://www.lat-mpi.eu/tools/elan/ipa-extension.
