Is there a way to insert a video annotation as opposed to a text annotation?

The short answer is: no, it isn't possible, but it would be good to understand what you exactly mean by a "video annotation" in this context.
I can image that one might want to add a reference to (a segment of) an other video to "annotate" a segment of the video that is currently being annotated. That is not yet possible but might be added in the future. Currently there are ways to let an annotation refer to a Data Category in ISOcat (www.isocat.org), to an entry in a LEXUS lexicon (http://www.lat-mpi.eu/tools/lexus) and to an entry in a closed controlled vocabulary. We are considering the possibility to link annotations to other documents as well, like images, pdf's, audio/video (or fragments thereof).
Is that what you mean?

I work with an Interpreter Training Program for sign langauge interpreters. We have many instructors who would like to add annotations/comments in sign language to their students. For example, if they we watching a student's video and wanted to provide feedback through sign language, not text annotation, could there be a way to record their comments as an annotation?
Does that make sense?

Yes, that seems to make sense. Bur unfortunately not yet possible.
I guess in ELAN that kind of annotation would be implemented as indicated in the previous reply: a "normal" annotation for the segment to be commented would have to be created, which can then link to the comment video (or a segment thereof). In ELAN there should then be a possibility to show the linked content e.g. in a separate window.
