when loading any media file into Elan (3.8.1, 3.9.1, Windows XP and 7), the video displays like it is missing the red signal (flesh tones blue), although the same file displays normally in other players (WMP, VLC, QT, etc).

Hmm, interesting. The first idea that comes to mind is that in ELAN a "Smurf" codec ruins proper playback. To check which codecs are used for a file do the following:
- open a file with video in ELAN
- quit ELAN
- open the log file (<user_home>\.elan_data\elan0.log) in a text editor
- Look for the output "Filters in the filter chain"
- the filter that splits the video file in audio and video streams (demultiplexer) is likely the one we're interested in

You might want to post the "filter chain" here.
But maybe the cause is something completely different.
