I am considering using ELAN instead of Transana for a project in order to communicate more smoothly with another researcher who already uses ELAN. I am interested to know if you can put in timestamps in ELAN?
Are there any other differences or capabilities that would be lost if I used ELAN instead of Transana to transcribe and annotate and code videos?

I'm not sure if I understand what timestamping is in this context (I don't know Transana too well).
In ELAN annotations are created on a tier (kind of layer) and on toplevel tiers each annotation has a begintime and an endtime. There is no support for "single point" annotations. There are several ways to define the boundaries of annotations (by keyboard and mouse).
