Bug in Import Tiers function

It appears that in ELAN versions up to 3.9.0 there is a bug in the Import tiers function that can lead to invalid tier structures. This bug only has an effect when importing from a template (or eaf file) that contains tiers with a linguistic type of the "Included In" stereotype.
This will be fixed in the next release of ELAN.
