I noticed that there is a Metadata tab in ELAN from version 3.7, but it seems this is solely for file-wide meta descriptions (location, language, speaker, etc.).
Per a paper from a few years ago - http://www.mpi.nl/imdi/documents/Proposals/IMDI_Lexicon_1.1c.pdf - it seems beneficial to be able to add metadata to individual annotations, such as part of speech, case, etc. Is this a "to-be-implemented" feature, or am I overlooking something in the ELAN menus?

Yes, the metadata tab currently allows for visualization of (parts of) an IMDI metadata file, containing metadata on the recording session etc.
Although maybe not exactly the same as described in that IMDI_Lexicon_1.1c.pdf document, it is (will be) possible to refer to an ISO data category from annotations and entries in a controlled vocabulary. E.g. from the active annotation's menu the option "Modify Annotation Data Category".
The registry is in/has been in a transition stage: 2 servers containing the "old" format, supported by ELAN, are currently offline, the new format is not supported by ELAN yet. Hopefully in the next version of ELAN.
