I guess the problem is in the Microsoft DTV-DVD Video Decoder that is in the filter chain. If it possible to disable or uninstall that codec frame stepping might work.
This is one of the many problems with installed codecs on a machine. We are working on a solution for those problems.

Thank you! This has worked, mostly. What I did just now was to download and install CoreAVC, and then did a registry hack to assign this new codec where the DTV-DVD decoder had been assigned before.
Now when I use Elan I can step through MPGs and (also M2TS files, which is what I really wanted), but only by using the "advance pixel by pixel" rather than frame-by-frame. From what I can tell, the "advance forward one pixel" on my M2TS and MPG files actually advances one full frame, rather than just one pixel. The "advance frame by frame" still does not appear to work (at all), but using the pixel advance instead is an acceptable work-around for me at this time.
BTW, I decided on the CoreAVC replacement strategy after googling "disable Windows DTV-DVD", so if you think that another solution would have worked better, please let me know.

Actually, now the frame by frame is working for M2TS, and all I did was close and reopen the program again. Weird.
