I'm not quite sure if I understand the situation correctly. Do the values in the A, B and C columns represent (begin) time values? And you want a row to be skipped if there is no time value (NA)? Or you want an extra checkbox or something in the CSV import window to specify which values to ignore?

Thanks for your reply. Yes they are begin times. We would like ELAN to be able to skip the rows where there are no available begin times. If there is a value we can use other than NA that will serve this purpose then we will use it.
