The option to change the frame length is only active if the media player is not able to provide that information. And it has only an effect on the number of milliseconds the playhead jumps forwards or backwards when pressing the "Frame forward" and "Frame backward" buttons.
Note that ELAN uses ms values to step forwards/backwards; in case of NTSC there might be rounding issues (so a step forward could occasionally show the same frame as the previous one).
If you right click on a video in ELAN, you'll see the duration of the media file in the popup menu (in hh:mm:ss:ms format). Maybe you can compare that with the duration in other players?

I checked the duration of the video and this seems to be ok (7.41.08 in elan, 7.41 in other players). I annotated the trials using the "frame forward" option, so I tried if using the "go to previous/next pixel" buttons solves the problem but I still get differences that are more than 2 frames in duration (190ms for instance). if it were a problem with converting you would expect the total duration to be different as well right? I'll see if it can be a problem with the stimulus presentation.
