Dear Elan team,
How can I import a toolbox file into Elan after I choose to create in Elan a new file which includes .mpg file and .wav file? Thanks for help.

Importing a Toolbox file actually works the other way round: you start with importing the Toolbox file and add the media files later via Edit -> Linked Files.
You can start in ELAN by creating the proper tiers and exporting it to Toolbox. But if you already have transcriptions in Toolbox (with a certain marker setup), you should be aware of the fact that the .type file might change when you open the exported file.
Anyway, once you have the annotations and media files in ELAN and export to Toolbox, the information on the media files will be included in the Toolbox file (and will be recognized the next time it is imported).
