It is true that you only see a spectogram and a waveform when opening a selection in Praat. I don't know whether it is possible to open a TextGrid at the same time, but if it is, I'm quite sure that one first would have to export the annotations from ELAN to a Praat TextGrid file and that the name (or path) of this file should be passed to the script. So, that is all quite complicated.
It is possible to import Praat TextGrid files and also to export ELAN tiers to a TextGrid file. So currently that would be the way to proceed: export the relevant tiers to a TextGrid file and open it in Praat. You can then see the annotations plus spectogram etc. in Praat, but you don't have this direct ELAN-Praat interactivity.

We could investigate the possibility of an on-the-fly export of (the selected portion of) the active tier and/or the tier containing the active annotation to a scratch TextGrid file and open that together with the wav file in Praat. I don't know if that would work satisfactorily.
Any tighter integration than that will depend on available resources (manpower).
