If both Windows Media Player and Quick Time Player refuse to play the files there is either something wrong with the files or you need indeed to install a codec (for mpeg-2 files you always need to have a mpeg-2 codec installed).
Are you sure the .modd contains the audio? You can link .modd files or any other media file in ELAN by selecting "All Files" in the "Files of Type" box in ELAN's "New" dialog, by the way. But if the file cannot be played by WMP or QT it'll not play in ELAN.
So, you could either start with installing an mpeg-2 codec (didn't the camera come with necessary software?) or you'll have to convert the media files to another format.
