I ran into the same error. I solved it by adding these three lines at the beginning of the Toolbox .txt file:
\_sh v3.0 589 Text
\ELANMediaURL file:///D:/<wav file name>
\ELANMediaMIME audio/x-wav
Release of ELAN 4.3.0
